I need to make that label will be seeing in all worlds. But i see If the virtualworld is set as -1 the text will not appear. I use dynamic labels, but it means that still if i set -1 virtual world i can't see label?

I doubt you use dynamic 3D labels because of this:

which is the issue you got. Using streamer plugin (CreateDynamic3DTextLabel function) is the solution.
