It is a new system for client connections in 0.3.7. You cannot remove it and it certainly doesn't harm your server. Have you setup your host correctly?

Nope, the connection cookie is simply a way to prevent connection flooding and other attacks since the new update.
How do you host your server? At home, VPS?

It's on a hosting company's game server.
I use a game panel to manage it.

This isn't something you can control with scripting so you're posting this in the wrong section. You need to provide some more information as to what could be possibly causing this including steps to replicate. Are you perhaps connecting from any remote environments or using a proxy? I'd suggest you post this in the support section of the forum as it looks like it's an issue with your client configuration.
