Do you have a legal version of the game and do you have any CLEO scripts installed? If you got any CLEO scripts installed I would suggest deleting them to see if it does works without them.

From the stack info, it looks like GTA:SA crashed when loading the data/popcycle.dat file. I'm not sure why.

Try single player. Reinstall GTA:SA to a new folder etc. Or if you know what you are doing, try to find out why it can't load the popcycle.dat file.
