You might have installed Sa-Mp in the wrong folder. Or you have not yet downgraded your GTA-SA.

Re-install gta san andreas and install Sa-mp on it again
Try to use version 2.0 of the DVD version

reinstall samp in your GTA folder after removing previous Samp
