I always get the error, plugin is not loading, tried about 15 times... I placed all the plugins in the necessary folder and added in server.cfg but still ain't working..

Update ur plugins, get newest plugins and recompile with the newest include files your gamemode!

sscanf was loaded but the others didnt i got the download link where i downloaded.....

I've tried loading old plugin , they were loaded and it said recompile with new version, when I added latest plugin the they failed loading, atleast I request you guys to give working plugin download link with 0.3z server. another doubt, error 19 file or function not found it says while loading gamemode.

The same thing happened to me, the newer mysql and other versions does not load in Windows 7, you need some more features in your computer before you can upload, this was what install on my computer and loaded plugin mysql correctly:
