Best Windows VPS would be?
I need it to hold 250 people,
Very good Storage,
Hardly any lag to people in game,
Able to host my website and teamspeak on too.
EDIT: SA-MP Server is MySQL...

Well if you ask opinion then mine is-
VPS Windows Server R2 2012
1GB ram ( no doubt there will be ping problem ) ( lag causes streaming of objects and depend on player PC too )
100 GB HDD
Coding you must know + some general knowledge or common sense on how to host the servers

at least 2GB+ ram if your server gets 250 people
