I`ve encountered this issue in the past and I just reinstalled the whole GTA SA.

Now I have no game modifications on, but this error still appears:

I tried both running in compatibility mode and running as administrator, SA-MP and GTA SA also. None of these worked.
Any suggestions?

Try to change file gta_sa.exe, maybe 1.0 US

Due to address of crash this could be related with this:

Issue in Windows relating to permissions.

Try to start the client and the game as administrator, you can also try changing the game directory and delete the saved game options.

Delete the GTA_SA.set file in the My Docs/GTA SA User Files folder, and REMOVE all the compatibility settings on the exe.

Don't trust those who guess at these issues.

Depends though what OS you have and why it started in the first place. Any idea what caused it to start?
