You can use something such as XAMPP for a localized installation. The same goes with a VPS and or dedicated server.

if you're renting a game host then the host should provide you mysql support.
If you're renting a VPS, you should install it manually.

It costs no money, if you're planning something small.
How to get it ?
Debian/Ubuntu:
apt-get install mysqld-server mysqld-client
