Use CreateVehicle, AddStaticVehicle or AddStaticVehicleEx in OnGameModeInit to create vehicles.

You should add the vehicles in vehicles_setup.txt

You may probably need to change max_vehicles in the script and make sure that you've used the correct parameters to add vehicles in "vehicles_save".
