Can someone explain me,what is VPS.
Can I host a server with it,without my PC being on.

Yes, you can host a SAMP server and other game servers with a VPS given that you have enough specifications for it. AFAIK you can also host webhosts and TS3 servers with a VPS.

You basically rent a virtual machine, you have a VPS and VDS (VPS = Virtual Private Server, VDS = Virtual Dedicated Server), for SA:MP a VPS should be sufficient, you basically get a 'piece' of a server, and yes you can host a server with it, I recommend using a 512MB 1-core Linux server since they're cheap and they're fast enough, you can even host a site on it, if you need some help feel free to PM me.

yes u can. it is something like a 24/7 online network in simply works "A Computer [linux Based.] online for 24/7]

it is cheaper than paid host.

A VDS does not exist. A dedicated server is per definition not virtual.

I have a question , can i change DNS via putty?
I'm trying to make a website from my VPS but it needs DNS's to be updated so ...

There's no difference, they're just different names for the same thing. It even says at the end of your VDS quote, "also called a virtual private server".

VPS software can provide 'dedicated' resources (RAM, disk space, CPU cores or alloaction, bandwidth) to a server but your 'server' is still virtualised. If it doesn't have it's own physical box it's a virtual server, whether you want to call it a VPS or VDS.

- I also checked the awful website of the host you claim to have used, and the only thing I could see advertised were VPSes (not VDSes). Their highest plan is $30/month for 6 CPU cores and 4 GB RAM - lower specs than you claimed to have gotten for $20/mo. The host also does not mention DDoS protection anywhere.
