It's usually mods that cause these errors. Sometimes you download a GTA SA with pre-installed mods (usually from torrents)

Reinstall the game after deleting the folder itself. If GTA SA doesn't work, then SAMP surely won't. So really, your problem isn't with SAMP, it's with YOUR game.

Try to get an another version of GTA SA. Maybe the one you downloaded is infected and doesn't work.

Shouldn't be downloading the games now, should have your own copy, they're cheap as heck now...
