I'll go ahead and give you a few options:

1. Reinstall GTA SA
2. Reinstall SAMP
3. Reinstall DirectX (You can download it from here again.)
4. Try deleting the gta_sa.set file in your Grand Theft Auto San Andreas User Files
5. Try running both GTA SA and SAMP as an administrator.
6. Try disabling your firewall. (If it doesn't work make sure to enable it again.)
7. If you have d3d9.dll in the GTA Folder delete it and try.
8. This step is a really a bad one, but you can also try reformating your whole PC and see if it works then. (Warning: You will loose all files on your computer if you do this!)
9. Check if it works connecting to another server aswell.

+Rep me if i helped you. Trying to get 15.
