VPS aka server, i trying to make some ucp but i dont know how to make that allow_url_include on.

Sir,
I know that isn't php forum, but I saw here the grex ucp and I edited it made it bigger with more things.
But that requesting allow_url_include.
And I was wonder maybe some one know..
