You need to hire someone who knows SAMP security pretty good.

No one is going to do it for free, it will cost you $100-$200 and I would ask lots of questions before hiring anyone.

It wont cost you no Money , you'll pay just some attention in your work
Do it your self it's easy . here is the Tuto how i did it
since i have mysql system on saving Pdata , then i've done this
if player went to buy an armour from ammunation he will need to wait about 5 secs till the server spawns(gives the player the armour ) and after each buy he cant buy another one till he destroy totally the first one or wait 15 min
second thing : if player spawned(hacked) an armour Out from ammunation , = BANNED automaticly
third thing : if player spawned an armour out from ammunation but this time from arms dealler , he'll get just 25% of armour not 100% that means the Arms dealler with skills he cant spawn more than 25% for his 10 levels of work .. he need to be 50 or 60 SKilled Level to put 100% armour to a player
that's all , and evry thing is working Greate for me

He just needs someone who can script in PAWN. It is nothing really to do with security is it? And that price...? He can probably find a weapon system filterscript or something.

That price seemed a bit 'unrealistic' considering there are some perfectly good anti-cheats on the forum made by reputable users.
