if the plugin names on server.cfg end with .dll
remove it.
if the problem continues, then you don't have streamer.dll and sscanf.dll in your "plugins" folder
if you scroll up the console you will see

"PLUGINNAME.dll" is not needed on the windows os in the server.cfg.

github confuses the shit out of me and it's always confusing trying to find the new streamer or sscanf updates because of it.
