chmod +x samp03svr
chmod +x announce
chmod +x sampnpc (or whatever it is)

Download and install Bitvise SSH Client, locate samp03svr and right mouse button>Properties>Permissions and set them to 777
I believe atm you use putty which sucks in general.

At remote files set perms to 777 for samp-npc, samp03svr & and announce
run the server with "nohup ./samp03svr &"
done
