Seems like somebody is bot attacking you sending fake client's to your server just ban the person whoever, is doing it.

Use the latest SA-MP 0.3z version if you're using an old version. Then you can either set "minconnectiontime" variable from server.cfg to higher values like 50, 100 or more or through SendRconCommand.

/rcon minconnectiontime 100

I have samp 0.3z r4 so i dont think its the problem

Do you understand what that works as? It wont allow connections 100ms after each other. And it was added in 0.3z, so it will work with 0.3z r4 also.
