It may be a graphic card related issue, how-ever try making sure nametagstatus is "0" in the configuration file. To find the config file just open up your "User Files" directory, - and open the SA-MP folder. Look for a file named "sa-mp.cfg".

This happens for me too sometimes. As strange as it sounds I have to restart my computer to fix it.

Is it like that on every server? Because personally, I disabled the nametag system on my server and made my own.

Wait, how did you disable for the whole server, without clients needing additional software?

Try using /nametagstatus
It's a client-side command which you have by default. It will toggle the hourglass icon.
