It depends on what you need/want to program. Download visual studio 2012/2013 and you can use that for both C++ and C#.

You can't beat Visual Studio, make sure you download anyone above 2012 as it needs to have the latest runtime. For runtime reasons, there no reason for compiling a program on the old run times.

It will support pretty much any language, some with a bit of tampering however there are sites that have done the tampering for you and you just have to download the files to make yours compile PAWN for example.

I have VB 2010 C++ and C# can still work on that?

What's the point in getting setup for languages you have no clue what are? What exactly do you need them for?
