He mean the highlight bar below the text, btw you should use ~g~,~r~ etc for such these things, anyways to create line like that use text string as "." and resize it (Textdraw letter size) it should look the same as the thing you wanted.

NOTE: Use ipleomax's textdraw editor or some textdraw tool to make it, don't try to use them with random values.
