Someone can help me i have a problem i saved the user files into my website and i dont know how to load it from my server because i saved it in my website

Why have you saved it into the website? Why not use the scriptfiles folder located in the server directory and then use FTP along with PHP to access those files on your website.

What type of file?
Do you have direct URL to that file?
If yes, then you can use HTTP method for that
