The shortcut you're showing is using more advanced file system, that could be either SQLite or MySQL. I don't know if it's possible to count user accounts with y_ini but with an SQL it would be pretty easy to do.

The basic idea would be to select all the users in the database, this would be a total of registered users and you could sum the login times of each user and show it as in total logins.

Plus, that's not a textdraw. It a simple SendClientMessage.
