This is odd. I've run ARRIBA on a 2.4GHz Debian, and it had under 0.4% CPU usage with 0 players online. As for grandlarc, it shouldn't even pass 3% with 15 players online.
What's the RAM usage? Have you edited the game-mode? What command do you use to stats of the running tasks?
