re-install samp or gta san andreas or remove cleo mods or any mods

delete your mods and restart your Computer and Goto your file and check your /rcon monitor so your problem will be ok.

I don't think the game is even getting past the menu. The crash info looks menu and text related. That's all I know for sure.
