Well for that purpose you will have to buy a domain first .
Then you will have to put your samp id as an DNS there .
There are some websites where you can do it for free .
Moreover it depends on which domain you want and it may cost from 2$- 15$

Every adress has an IP adress behind it, for example ******.com is actually 173.194.32.1 if you ping the adress.
It's because the adress forwards you to the IP adress, and every site is actually an IP adress however it just says, for example, "******.com" instead of the IP adress.
You should buy a domain or find a free dynamic DNS service, then register the domain to your IP adress so it forwards to it.
