Depends on the program can be made from various programming languages such as C(++,#), java, lisp etc.

If you check on notepad++ you will see a various of languages who are used to make softwares.

I think it's neither "he" or "she", it's "it".

Also there are numerous of answers to your question, it depends in which way you really want to know how programs are made.

A programming language is made of functions and callbacks in order for people to interact with the computer. In a close way, computer reads those functions as 0 and 1. There's a lot of documentation about this and I don't really see a point of why you don't search, I mean the hell man, you got a powerful tool in your hands, why bother other people whilst you can get a better and complete answer yourself.
