My server is restart and the server is down and now i can't start it because of this error

Nothing else you can do.

I think it depends on which server they put you. Let say they have 2 servers one in germany and one in hong kong. if the hong kong server is not working then the other server germany is working. Else if both didn't work then triangle.gs close its connection to any servers they've provided.

Effectively that error just means that there servers are down. Since they use cloudflare luckily they are able to tell you when that happens.
