Well im not a expert but im on VPS in the firewall section. You can Set Protection limits for Texts , Incomming connections and so on. This seems like a Firewall message.. Again i can be wrong but are you using a VPS? or a Hosting company

If that message only appeared once or two, it's a player with some packet loss, so you can ignore it. If that message is always appearing, it's an attack against your server, but you don't have to worry, SA-MP 0.3z already has protection against that kind of attack.
