Well, you have to use TextDrawCreate for something like that and set the attributes of textdraw after creating it, then you have to use TextDrawShowForPlayer on depending when you want to show it, like on connect etc.

Right if you haven't worked with textdraws I would suggest to read a bit and also try this tool quite easy to use and simple.
