Hello,
As The title Says i have a little problem... The Sa-mp server is Registering 25%-30% Of CPU While having 20-25 Players..

The Specifications of the VPS Are:
CPU:
(4 CORES)
Ram: 4-GB DDR 3 (I don't think the ram really matters)
Operating System And Visualization:
Ubuntu 13.10 64Bit
VMware® ESXi 64-bit.

Poor script optimization? Not assigning enough dedicated server cores to the SA-MP server?

Server Script Is Pretty Much Optimized. Spent Days doing that.

Which host are you using, Which samp server version are you using, which version of plugins are you using, are you using an edited script?

Latest versions of (streamers, sscanf, whirlpool )
No it Is not Edited Script. and Pretty much optimized as i mentioned

VPS is shared , so people using same connection and cores, And It may need more Optimization .

Try this. Run the bare script that come with the samp server package with no plugins and check the CPU usage.
