Go visit another DM / Stuntservers and take a look at what they offer and how many players they get, then use these ideas to make your own server good, but like the other said be original and creative, don't copy an entire server or something. Just now and then take an idea and use it.

There are a lot of threads talking about this, you could easy take some ideas from one of those. Anyway, don't put a lot of stunts in the streets, it looks ugly. Make costum deathmatch areas in different worlds so people who are flying a hydra won't just go in those areas and kill everybody with it.
