That version of DirectX is on the GTA: San Andreas CD.

Put the CD into your drive, let the Autoplay run, and you should see a selection in the dialog stating install DirectX 9.0c (i think that's the version? can't remember)

Sounds like you tried to crack your GTA but you have a wrong version crack.

We're not allowed to talk about that

Install it in compatibility mode.

Done that, didn't work.
I'm not sure if it's an illegal crack, does the no-cd crack count as an illegal crack? I hate using disks so I installed that. The game is original though, bought it.
(Compibality modus from Windows XP Service Pack 3, it was my previous OS and it worked on that)

I'd doubt that you can get it on the Windows store. I'm pretty sure there's a fix for the Steam version of the game, but you'll want to look into that before you spend $10 buying it from Steam and not being able to use it with SA:MP. It's probably easier for you to just go buy it at a Gamestop or something, surely they would have this game available. Otherwise, you could always order it off of Amazon or something- it's probably cheaper to do it that way anyways.

Cheaper than a local store here.

@marsigne: I am not even playing it by steam though. From a disk, so it should be working, if I bought it by Steam it would've installed directx themselves even when it's a lower version as Steam always works.
