Why would you want to remove the limitations it stops people from just joining to advertise which is not what the forums are about.

From other hand, why does person who have made a server alone, have to spam SAMP forum to get his server advertised? Maybe he have nothing to say here, but he still want to have a server, it force server owners to register and use SAMP forum before they can live.

Posting server ads on this forum isn't a right, it's a privilege. A privilege that is given to users who contribute constructive, useful and regular content to this forum, which is credited to them through the reputation points. As a reward for this, these users are allowed to post a server advertisement. This also prevents users who just seem to register on this forum (like you) from spamming their server ads all around the advertisements section, which would turn into a massive mess.
I can't see that rule change anytime soon (ever). Hence, earn your rights to post an ad here, or advertise your server somewhere else.
