Would it be possible to script a cop(car) which chases you? which tries to for example ram you and block you.?

It's possible. Have a look at RNPC or FCNPC plugin. Also, there's a plugin called "PathFinder" which could determine the position of the player and get it worked accordingly.

Does it prevent those NPCs from driving through trees, walls and everything ?

I'm not sure about that, you might need to check those plugins well to clarify about it.
