Try deleting gtasa.set
Try re-installing your whole GTA SA or SA-MP
Try restarting your computer (This helped me, if your using windows 8.1)
Try renaming your directory, and change the route of SA-MP when you try connecting
Even try downgrading your game
Or remove any mods you may have (This also was helpful to me)
