Fixing #1 cause of desync?

Wonderful update, really nice features, deathmatching will now be relevant again.

However we still have some desync problems and the main one being when a player cancels entering a vehicle and the only way to fix it is having them enter a vehicle all the way or to relog. It seems when a player cancels the vehicle entering animation they get stuck in the internal state of PLAYER_STATE_ENTER_VEHICLE_DRIVER and PLAYER_STATE_ENTER_VEHICLE_PASSENGER thus causing the player to not respond to the rest of server actions. Lots of players that are aware of this bug tend to abuse it often to get an advantage of those who don't.
