I dunno I put this line under ongamemodeinit and nothing happens when I test IG

First.. Did you compile your script?
If yes..Did u get any errors?
If no..Do you have streamer or streamer.so (According to your OS) in ur plugins line in server.cfg?
If yes..Is it is LinuxOs, does it have a .so at the end.
If yes..Check the server.log,There must be something about streamer plugin in there.

I compiled it. Streamer is in plugins line no errors. Nothing in server log.

Try giving us the part of your server.log when it loads the streamer plugins.
It will start will line "Loading plugin streamer" or something like that
