Hey, when i playing in gta sa DM where is only i alone and some 2 or 3 players fps not dropping, but when i playing when is much players about 20, then my fps big dropping and i cant normaly shoot to player and run, my pc is so bad or something ?

Do you have any mods? if yes that means you will lagg much and your fps will stay like 1-10 If not...
Then try to reinstall/download gta sa and sa-mp
If it didn't work try making a new user

Reinstalling your gta as the chap above suggests will make absolutely no difference at all.
Lower all graphical settings to minimum, in settings/advanced. Including resolution and colour depth. Hit F7 to remove the shading from chat (worth a few FPS) or even turn it off entirely if after everything you still run slow
You can also install various low res texture packs and particle mods to help speed up your game.
