The first one is just a normal screenshot with a lens flare filter applied in Photoshop. Second isn't even that good. The last two are from GTA V promotion material, in case you didn't notice.

Playing on maximum settings and with enhancements (ENB, texture packs, ...) will help, of course.

Save them in .png instead of .jpg in Fraps helped me.

Maybe there's some other good format..
Figured it out with .png I'm not a expert with
picture file formats.

So correct me if there's a better file format.

TIF is uncompressed, for ingame-like pictures. JPG with high quality also is fine, as youll probably use jpg or png for the website anyways.

Use a decent ENB, highest quality and draw distance in-game. Use jpeg rather than png with larger pictures like these, when exporting use "bicubic sharper" and at maximum quality.

There are many many ways to "fly". They could be using some kind of scripted feature such as a /z (float) command which increases your position on the z axis, they could be using a 3rd party modification or just simply stood on a building or something.

Some people use hack to fly, others might have a script in their server with a /fly cmd (ive seen this in many cases).
Also, theres Camhack.

Jetpack + FPS Mod.

Or to be more stable, use Camhack.

another idea:
-start the SAMP Map editor tool
-set the camera as desired
-using 2 screens, you can maximise the window
-increase the draw distance (editor, this will take a long time to render, raise the slider slowly to notice the effect)
-take a screenshot
-rinse and repeat until you are back at your starting point
using this method, and by rotating the camera by some degrees, lets say 15° for each new picture, you can take 24 screenshots, and then stitch together a neat panorama. unprocessed indeed, you will need to apply some AfterEffects

addition: you dont really need to use 2 screens just for making the window big. its all about resolution, so if you are using a default window, just make some more screenshots and decrease the angular rotation (5° or 10° rotated per picture = 48 or more screenshots)

And you need some good SS like use fraps or the ordinary samp screen saver

This is the best I've ever gotten with a GTA IV textures to GTA:SA mod and ENB.
