can i add some car mods for gta san andreas to my samp server and how i can if i can?

You can't add car mods in the server. But you can in MTA, I think.

Well to be honest SA-MP is not supporting mods. (This is not a modbase but i will tell you 2 solutions).
1. Download any car/weapon/skin mod you want and install it via GGMM(GTAGarage Mod Manager). [ This will install manually the car/weapon mod ].
2. Download any car/weapon/skin mod and install it with SAMI (San Andreas Mod Installer) [ This will install automatically the car mod or any SAMI Mod ].

Note: You can only see the mod you got not other players.If you want other players to see the mod just share the mod with other people and they will see it. You can't add a mod in a server that's impossible.

Well you can but all the people will need to download your edit of gta3.img file and then they will see it.
