I think no, because the skins are GTA SA's skins, and sa-mp related to san andreas, so gta sa's skins are used in samp. the skins aren't samp's

But, they had to put the bones in these cutscene characters, and that must have been a pain in the arse

Not all the cutscene skins are there yet. I hope that old guy that was with woozie and could only say "GRUNT" (or something) will be there sometime

Just make it yourself, there's enough resources there to create an actual santa. I just hope he finally adds the features to re-texture attached objects to players :/

Why do you need santa skin? SA:MP 0.4a can be released after christmas.

They already added some skins since samp exist, i think it would be nice to add more skins such as female officer skin, santa and some other skins thats not big job.
