Delete all your modifications, including the CLEO ones too. Re-install GTA.

And I just install the game, so there shouldn't be a problem with that,

legal, i just used a non cd crack,
and that didn't helped out either

This is usually compatibility issues. The first thing to try is right click your exe and set win98/me compatibility. Also ensure you are running samp as administrator.

If this doesn't help (9 times out of 10 it will solve the problem) then renaming your San Andreas folder can (strange I know, but if it works who is complaining?)
