No, the name of that forum section is "Games made with RakNet", and he just opened a topic explaining what SA-MP is. He's not a beta tester, nor is he Kalcor.

No. It was Kye, Trix, Spookie and some other guy called something like Postey or w/e who started SA:MP and VC:MP.

As far as I know, he quit playing SA:MP a long time ago. Sometimes he still posts somewhere, but he surely isn't a SA:MP dev.
