20$ isn't even enough for a good VPS, and the dedi you're going to buy is sold out anyways.
I'd suggesting for you to buy a shared host.. or save up some money for a better VPS/DEDI.
get a better VPS instead.

I want to host my Minecraft server as well. That's why i'm into dedicated.

That's enough to host lotsa SA-MP servers, web hosts and err minecraft servers! (Although you are simply throwing your money to waste, you don't need 2TB hard disk, why not even 1TB or any of those 100GB+ hard disks!)
Buy what you need importantly, save money and upgrade them when you need to.

^ also you buy a decent VPS for less money. Despite what people say above, you should go with what you want and not the cost. SA:MP and Minecraft don't require as much resources as say a DayZ server. A web server doesn't need so much CPU wise, but does bandwidth and speed wise. You should go with what you need.
