How do i give someone a rep like it says 199 reps and stuff like that!

On every Users post you have star "report post" button,you need 50 posts + to give a Valid reputation

Did help but how long does it take for the rep to come to the other guy so it says on his Profile where he posts stuff when does his Reputation: Grow?
