Low GPU Usage, Low FPS

I have been experiencing an issue lately and have not been able to find a fix, so I was hoping that someone here could point me in the right direction.

As the title states, I've been experiencing low gpu usage and FPS on a role-play server around other players, cars, etc., however I tried monitoring my CPU/GPU usage on a server with practically no other people in the same exact area and the GPU usage was much higher as well as FPS.

System information:

Phenom II X4 965 Black Edition @ 3.4 Ghz (3.8Ghz CPU, 2800 NB made no difference)
ASUS HD 7770 Ghz Edition 1GB GDDR5 (OC made little-to-no difference)
8GB DDR3 1600Mhz (Running in 1333, 1600 made no difference at 2800 NB)
ASRock 970 Extreme3 MOBO
500GB 7200RPM Seagate HDD
450W Rosewill Capstone PSU

Yes, I am using an ENB, however with my computer's hardware I should be able to easily attain 60+ FPS on a game like San Andreas. Hell, during the BF4 beta I ran it on all high settings (not Ultra) and played on 64-player conquest servers and didn't experience drops below 30FPS (after some updates were released).


Anyways, I would greatly appreciate some help.




Edit: I've tried the following:

• Re-installing Windows 8.1 (not for the game, to fix other issues I was having)
• Re-installing the game
• Re-installing the latest drivers from AMD
• Setting process priority to high (doesn't make much of a difference, bugs out mouse)
• Enabling/disabling multicore (helped a tad bit, still doesn't explain the low gpu usage)
• Increasing CPU/GPU voltages separately
• Running the game on RAMDISK to rule out HDD bottleneck

Does it happen with other games aswell? I don't think your PSU is giving enough current in +12 V rail for your GPU.
