Did you got installed CLEO Mods that affects GTA San Andreas?
Example:
- OPCode Crasher
- Flow Cars

I did not install anything so far

its too easy please download file backups for Data and Models file
Googal it and you will find it in GTA Garage maybe and Thanks For Reading

SA:MP does technically not support other mods, but you can get help by the modders themselves, or where the mods are shared and supported.

It should be gta_sa.exe's problem that you are possibly using a cracked/invalid version of GTA:SA.
