As the title says, is it possible to make a map in cry engine and convert everything over to objects and put it in samp?

Sure, write a generic converter yourself. Thats what people usually do when they want something that specific. But note that it really wont be easy, cryengine and gta maps/models differ like dubstep and a picture of a banana.
You wont find a "click here and its done" tool.
