Are you using any proxy settings for your web browser? Is there anything in the hosted tab?

Maybe your phones connection is too slow, and it might take a few moment to load the list, do you wait long enough to check that?

i am using latest version of Samp.exe and i have restarted my router,PC, and other stuff many time.

You prolly have something that offends the SAMP, therefore it doesn't allow you to launch the connections, try to establish and check your proxy, firewall and stuff.

Phone connections are simply not fast enough for SA-MP, or pratically any online game.
Simplest way to put it.
As well, phones will block most of the ports that SA-MP uses automatically - You have no way of changing this.
