How can I have multiple GTA SA multiplayer tabs open at once? I need it so I can test something with two characters on my local server.

Well if what Konstantinos says is true all you need to do is keep switching user accounts on you computer and run samp on each one. But in order to play those characters you log on as you need to keep switching user accounts.

For the very few linux users in this community, the way to do it on linux is just create 2 wine prefixes and run sa:mp from them. You don't have to install it on both of them since you just need seperate system files.
To create a new wineprefix: env WINEPREFIX=~/.wineprefixname winecfg
After that's done, do
env WINEPREFIX=~/.wineprefixname /path/to/sa/mp/exe
and you have it running on a seperate prefix!
